C(2015) 1287 din 25.02.2015 \u015fi Ghidul Solicitantului &#8211; CEREREA DE PROIECTE nr. IP14\/2019 (MySMIS POCA\/513\/1\/1) &#8211; Sprijin pentru ac\u021biuni de consolidare a capacit\u0103\u021bii autorit\u0103\u021bilor \u0219i institu\u021biilor publice centrale; Obiectivul Specific 1.1: Dezvoltarea \u0219i introducerea de sisteme \u0219i standarde comune \u00een administra\u021bia public\u0103 ce optimizeaz\u0103 procesele decizionale orientate c\u0103tre cet\u0103\u021beni \u0219i mediul de afaceri \u00een concordan\u021b\u0103 cu SCAP.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Informa\u0163ii generale: <\/strong>Ministerul S\u0103n\u0103t\u0103\u021bii, Autoritatea Na\u021bional\u0103 de Management a Calit\u0103\u021bii \u00een S\u0103n\u0103tate, Funda\u021bia Hospice Casa Speran\u021bei, Ministerul Muncii \u0219i Protec\u021biei Sociale \u0219i Casa Na\u021bional\u0103 de Asigur\u0103ri de S\u0103n\u0103tate implementeaz\u0103 proiectul PAL-PLAN \u201cCre\u015fterea capacit\u0103\u0163ii institutionale pentru dezvoltarea na\u021bional\u0103 coordonat\u0103 a \u00eengrijirilor paliative \u0219i \u00eengrijirilor la domiciliu\u201d, \u00een perioada 02.03.2020 \u2013 02.03.2023, cod SIPOCA 733\/cod MySMIS 129439.<\/p>\n<p><strong>Obiectivul general: <\/strong>al proiectului vizeaz\u0103 crearea \u0219i introducerea unui mecanism unitar \u0219i fluent de planificare, dezvoltare, evaluare \u0219i monitorizare a unui sistem na\u021bional de \u00eengrijiri paliative \u0219i de \u00eengrijiri generale la domiciliu, \u00een sensul \u00eengrijirilor medicale \u0219i serviciilor de \u00eengrijire personal\u0103 (activit\u0103\u0163i de baz\u0103 ale vie\u0163ii zilnice \u0219i activit\u0103\u0163i instrumentale ale vie\u0163ii zilnice), pentru asigurarea asisten\u021bei persoanelor suferind de boli cronice progresive sau incurabile, \u0219i a celor cu grad ridicat de dependen\u021b\u0103. Proiectul ini\u021biaz\u0103 \u0219i dezvolt\u0103 un parteneriat \u00eentre autorit\u0103\u021bi publice centrale (Ministerul S\u0103n\u0103n\u0103\u021bii \u2013 MS, Ministerul Muncii \u0219i Justi\u021biei Sociale \u2013 MMJS, Casa Na\u021bional\u0103 de Asigur\u0103ri de S\u0103n\u0103tate \u2013 CNAS \u0219i Autoritatea Na\u021bional\u0103 de Management al Calit\u0103\u021bii \u00een S\u0103n\u0103tate \u2013 ANMCS) \u2013 \u0219i reprezentanti ai furnizorilor de servicii de \u00eengrijiri paliative (Funda\u021bia HOSPICE Casa Speran\u021bei \u2013 HCS) \u0219i la domiciliu. Proiectul raspunde nevoii de sustinere a dezvolt\u0103rii coordonate a \u00eengrijirilor paliative pe baza unor reglement\u0103ri unitare stabilite prin colaborare inter-institu\u021bional\u0103. Acest parteneriat va sus\u021bine elaborarea unei strategii de dezvoltare a serviciilor de \u00eengrijiri paliative \u0219i \u00eengrijiri de baz\u0103 \u00eengrijire la domiciliu \u00een comunitate, strategie bazat\u0103 pe evaluarea situa\u021biei prezente a acestor servicii \u00een Rom\u00e2nia \u0219i orientat\u0103 c\u0103tre \u00eembun\u0103t\u0103\u021birea capacit\u0103\u021bii autorit\u0103\u021bilor de elaborarea \u00een comun a unor reglement\u0103ri simplificate \u0219i \u00een beneficiul persoanelor cu boli cronice progresive sau incurabile. Parteneriatul consolidat \u00een perioada proiectului va crea premise pentru continuarea \u00een viitor a colabor\u0103rii \u00eentre autorit\u0103\u021bile centrale.<\/p>\n<p><strong>Rezultatele a\u0219teptate \u00een urma implement\u0103rii proiectului sunt:<\/strong><\/p>\n<ol>\n<li>Program na\u021bional de dezvoltare gradual\u0103 a \u00eengrijirii paliative \u00een unit\u0103\u021bi cu paturi, la domiciliu \u0219i \u00een ambulatoriu elaborat, bazat pe practici din \u0163\u0103ri cu sisteme de s\u0103n\u0103tate similare;<\/li>\n<li>Evaluarea ex-ante a impactului financiar al implement\u0103rii unui program na\u021bional de \u00eengrijiri paliative \u00een vederea stabilirii unei linii de buget distincte pentru finan\u021barea \u00eengrijirilor paliative;<\/li>\n<li>Programul Na\u021bional de dezvoltare graduala a \u00eengrijirilor la domiciliu elaborat<\/li>\n<li>Sistem na\u0163ional de evaluare a calit\u0103\u0163ii pentru serviciile de \u00eengrijiri paliative la domiciliu, \u00eengrijiri paliative \u00een ambulatoriu \u015fi \u00eengrijiri la domicliu, elaborat \u015fi aprobat<\/li>\n<li>Analiza \u0219i armonizarea cadrului legislativ, a mecanismelor de raportare \u015fi finan\u0163are \u015fi a standardelor \u015fi procedurilor pentru ingrijirile paliative \u00een diferite loca\u021bii (unit\u0103\u021bti cu paturi, ambulatorii, centre de zi, domiciliu) \u015fi a \u00eengrijirilor la domiciliu \u00eentre institu\u0163iile publice implicate \u00een proiect \u2013 Ministerul Sanatatii, Ministerul Muncii si Justitiei Sociale, CNAS, ANMCS<\/li>\n<li>Instruirea si formarea personalului de decizie si de executie din cadrul autoritatilor centrale si locale vizand ingrijirile paliative si monitorizarea calitatii serviciilor in domeniul ingrijirilor paliative<\/li>\n<\/ol>\n<p><strong>Obiectul anun\u021bului de recrutare <\/strong>\u015fi <strong>selec\u021bie:<\/strong><\/p>\n<p>Autoritatea Na\u021bional\u0103 de Management al Calit\u0103\u021bii \u0129n S\u0103n\u0103tate demareaz\u0103 procedura de recrutare \u015fi selec\u0163ie a personalului angajat pe baz\u0103 de contract individual de munc\u0103, pe durat\u0103 determinat\u0103, pentru urm\u0103toarele posturi \u00een afara organigramei dup\u0103 cum urmeaz\u0103:<\/p>\n<table width=\"100%\">\n<tbody>\n<tr>\n<td>Nr.
