MISSION
Health quality management determines the assurance and continuous improvement, at national level, of the quality of health services and health care safety, focusing on the patient and, through standards adopted with the consensus of stakeholders, the implementation of best medical and managerial practices. The accomplishment of this mission aims improving the organizational framework, changing the culture of health organizations, through actions to promote the concept of quality in health.
The mission is achieved by:
  • – reporting on accreditation standards adopted by stakeholder consensus;
  • – implementation of best medical and managerial practices;
  • – improving the organizational framework, changing the culture of health organizations;
  • – actions to promote the concept of quality in health, to support the health system;
  • – stimulating adherence to the concept of quality in health of civil society, academic institutions and medical scientific societies, all health units and institutions responsible for health;
  • – encouraging health facilities to excel in providing safe, efficient and high-quality healthcare;
  • – quality measurement in an organized process of external evaluation and accreditation of health units.

VISION
Ensuring universal and equitable access to safe, effective and efficient healthcare services, in line with the level of progress in medical technology and sciences, with a high level of population satisfaction, with well-trained staff in the field of quality and concerned with the continuous increase of quality.

The following ethical values are part of the organizational culture, constitute the base of the behaviors manifested by the Employees and of the activities developed within the National Authority of Quality Management in Health.


VALUES

a) Quality and performance:

We keep the level of performance, we evaluate in its dynamics and follow to improve it, in conformity with the standards of performance and our objectives. We are permanently preoccupied to identify opportunities of improvement of the actions, of activities and of the results. We follow to have an ethical behavior in all the circumstances, in our interactions within the institution or outside it. The high level of quality is an essential, valuable and positive nature with which we identify and which contributes to reaching our final purpose.

b) Integrity and trust:

We are honest and correct, we truly believe in the ethical principles and in the professionalism. In our interactions, we always have into view the common wealth, the scope, the roles and the principles. The ethical values are at the base of our daily behavior. We respect the laws and the rules, and the facts represent and recommend us. We are responsible and loyal to the rational principles. We honestly discuss with objectivity and with tact with our caller and respect the truth.

c) Dignity and respect:

We value people, we treat them fairly, with dignity and comply with the promises. We first try to understand and then to be understood. We guide the resources to the needs of our collaborators. We grant trust and acknowledge the value. We have an open and participative attitude; we follow to reach the common goal, in compliance with the moral principles. We always talk with respect, we listen patiently and comprehension a different point of view. We offer respect through words, facts, attitude and character. The provide quality feedback to those we interact with.

d) Passion and inspiration:

We relate with and act openly, with enthusiasm and implication, but we remain loyal to our scopes and values. We invest time and energy in what we do and influence the things to the good. We use the time to the maximal potential. We persevere, we are brave and proud of our working place. It motivates what we do and we are pushed by the will to self-improve. We guide the work in a constructive way to be useful to our collaborators. The engagement, the implication and the loyalty are important for us.

e) Collaboration and perseverance:

We are proactive and think wining – winning. We search seriously the best solutions which bring value to the activities of our collaborators. We persevere in convictions, in attitudes, in work and we do not discourage in front of difficulties. We are positive, team-believers and in positive competition. In the professional interactions we have into view the solid argument, the simplicity and the moderation. We promote the dialogue and think that together we can find better solutions faster than individually, separately. We combine the professional performance with the personal development successfully.

f) Learning and creativity:

We enrich our knowledge through study and experiences. We learn and apply fast what we found out, if it is constructive and serves the scopes of our activity. We are thorough and want to make things as good as possible. We come with ideas, propositions and new opportunities and flexibility, we create concept or combine existing concepts to acquire the new and for identifying new, simple, efficient and performing solutions. We evaluate the different points of view of those involved in a proper manner and harmonize them together.

g) Judgment and responsibility:

We evaluate the situations to their rightful value, we anticipate and identify needs, proper solving methods and the best solutions. We think on long term, but we plan and analyze each step. We understand the importance of our actions and analyze carefully, in advance, their consequences. We keep the energy but we make everything we need to help the collaborators with responsibility, courage and assuming. We are reasonable and effective, but we know and ask for help when we have difficulties to solve a problem. We have the courage and the dignity to assume the responsibility of our actions. We know the true value of our time and of our collaborators.

h) Empathy and diplomacy:

We can appreciate without judging, we understand the perspective of our callers and we do our best to help them. We are rational, but emotional. We care for what we already have, when we use what we know, when we orient to solutions, when we make our job as good as we can. We ask for help when it is necessary and provide support to the other frm our own initiative. We understand the common interests, we set optimal channels of communications and build valuable and lasting relationships, based on trust and safety. We do all that we can, and in our actions we guide ourselves according to the rule of the common sense.
