About us

The National Authority of Quality Management in Health (ANMCS) is the authority for impartial standardization and assessment of health services, accreditation and monitoring of health establishments, independent from stakeholders, created in 2015, through Ordinance no. 11/2015 amending and supplementing Law no. 95/2006 on health reform. In 2017, it was a new Law (law nr. 185) on quality of health who sets up ANMCS activity and goals.

ANMCS is a public institution with legal personality, a specialized body of the central public administration in the field of quality management in health, acts under the Government and the coordination of the Prime Minister and is established in the municipality of Bucharest.

The purpose of the ANMCS is to ensure and continuously improve the quality of health services and patient safety, by standardizing and evaluating health services and accrediting health units.

The objectives of the ANMCS are as follows:

  • – assess all categories of health establishments in terms of the quality of health services and patient safety;
  • – develop a methodology for the identification, reporting and monitoring of adverse effects associated with non-accusing healthcare;
  • – inform the staff in charge of the quality management process of the quality assurance and improvement of the quality of health services and patient safety;
  • – training the staff in charge in the quality management process;
  • – to inform patients about the quality of health services provided by health establishments in order to increase public confidence in the quality of health services;
  • – provide central decision-making authorities with information on the quality of health services and patient safety;
  • – promote the concept of quality management in health and patient safety through publishing publications, the development of promotional material, the organization of scientific events.

Accreditation is a compulsory condition for health establishments which provide or do not provide services in relation to the public health insurance system, with the exception of family medicine practices, Dental medical cabinets and medical cabinets in the specialized ambulance organized pursuant to Government Ordinance no. 124/1998 on the organization and functioning of medical cabinets, republished, as amended and supplemented, and Company Law no 31/1990, republished, as amended and supplemented, as well as medical analysis laboratories and pathological anatomy.  This law does not apply to pharmaceutical establishments – open circuit pharmacies and official services.

Since 2018, through a Government Decision, ANMCS could establish, organize and operate its territorial Offices. Territorial Offices are in 8 regions: Bucharest-Ilfov, South Region, North-West Region, South-West Region, West Region, North-East Region, South-East Region and Center Region.

Territorial offices are structures of ANMCS, with legal personality, set up to increase the effectiveness and efficiency of the process of ensuring and improving the quality of health services and patient safety.

  • – DECISION 728 of September 13, 2018 establishing the number of posts of The National Health Quality Management Authority and establishing, organizing and operating its territorial offices)

ANMCS Standards for Hospital have been assessed by ISQua within the International Standards Accreditation Program (IAP) and have received ISQua Accreditation in 2018.
